Where is the City of Simi Valley Flag?

UPDATE:  The Simi Valley City Flag has been Hoisted!

Simi Valley City Flag

After months of waiting, design contests and then a City Council meeting to unfurl the new city Flag.  How come when I visit City Hall today, the City flag is not flying proudly at Simi Valley City Hall?
